The sims2 store charges for CC but the exchange is free, although the people who put stuff on the exchange do so without permission from the creators & most times do not give you the mesh! Your parents are probably worried about adult content, most CC sites do not have adult content on site or require proof of age on an adult only site. There are many free CC sites good luck & good hunting!

You pay for the game, but CC (custom content) should always be free. If you find a site that charges or wants you to subscribe turn and run!! Some sites you need to register to download.

If you only have the base game make sure what you download is for the base game.
If you get a new hairstyle,  you  need to download both the hair and the mesh for it.
