Try telling a joke, some Sims don't like being complimented (i believe it is those with about 3 points or less of Nice).  But the best way i have found is to phone them.  You can phone them multiple times, they don't get annoyed unless you phone after 2am.  Another way is to get a hot tub and get in and ask them to join.  Or once the relationship is up a bit, like 10 points i think? you can choose the *talk/hang out* option.  They might autonomously leave that, but only if their needs are down.
 
If you have Bon Voyage, in the Hawaii-like vacation spot, a hidden location is the witch doctor.  You find the map by digging for treasure, you can do this in any place, home, community lots, wherever.  Randomly you will dig up treasure maps to the three hidden locations for BV.  When you get the "mysterious hut" one, go on vacation to the beach one, walk or taxi to the mysterious hut.  Your challenge is to fix all his broken stuff.  I mend everything except what he is currently working on, then choose "offer to help" option which comes up by clicking on him.  He announces everything is broken and wanders off to a hammock.  Once everything is fixed, hang around the hut... dance, sit, watch tv, whatever.  He will eventually wander back and give you a voodoo doll.  With this doll you can do a variety of things, including make instant friends, provided you leave it in your inventory.
