Vampires hang around downtown and community lots after dark. It's best to pick a place you want to meet one and set it up so your sim can meet all his needs. They may be there a while, or even need to come back the next night.
You will know the Grand Vampire by the way they walk with their arm over their face and say "bleh". They also have a grey skin color, red eyes, and fangs, dress in a formal manner and are named count or countess.

You must build a high enough relationship with the vampire before they will bite you. After one sim is bitten, the door is open for more.
