I’ve had that problem myself on 2 different systems and both XP and Vista. However, I’ve found that if you press and hold both ctrl and shift keys (left and right side of keyboard) then press and hold the C key, release the right ctrl and shift key so that you are still holding the left set and C then release it will pop up.
