No relationship decay between sims - global mod

I have the EP Apartment Life.
So I do use this mod to improve my Sims friendship status.
Unfortunately Maxis didn't anything for open neighborhoods
in the Sims 2, so I have to keep up my friendships with my
Sim neighbors without going often to Community Lot.
As for me I hate community lots. Look at this, if it is adviced or
what?
