If it isn't on a road you can't build there.
I know someone has made a mod to add roads, but I never tried it, and don't remember where it was from.
If it's on a road you may need to go into the neighborhood view and remove some decorations from the lot.

To create empty lots you start in the neighborhood view, click the button that looks like a house (Lots and Houses) and there you will see an icon of a house on a lot, ( lots and houses bin),an icon of house on lot with an asterick (*), (specialty lots), and then an icon of a lot (empty lots). That's where you can choose the size lot you want!

I have no idea how to get your downloads back if they have been overwritten, other than doing a system restore.
